Romania atom plant to complete heavy water loading

BUCHAREST, Reuters Energy Report via NewsPage : Romania has almost
completed loading its first nuclear power plant with heavy water and
expects it to go on stream by end-1995 after final tests, a plant
official said.  "We will complete loading of the (nuclear 
reactor's) primary circuit with heavy water by the end of the 
week," said Carmen Stancu, spokeswoman for the Cernavoda plant 
on the Danube, 170 km east of Bucharest.

Romania, a heavy water producer, had to sign an $80 million deal
with Canada's Ontario Hydro for some 60 tonnes of heavy water, after
the heavy water plant at Halinga was partially closed down last year
for safety checks when seven people were killed in an accident. Before 
the accident, Halinga, west of Bucharest, produced 170 tonnes
of heavy water for the Cernavoda reactor. The Halinga plant partially
reopened this year.

"The plant will be connected to the national grid by the end of the
year," she said.  Loading with uranium was completed last month and 
it was monitored by the International Atomic Energy Agency, sources 
at the plant said.  The 95 tonnes of uranium used for the first 
loading, worth $6.0 million, came from Canada's <Zircatec Ltd>.

Cernavoda, begun more than 15 years ago, was troubled by chaotic
management under former dictator Nicolae Ceausescu.  Work on the 
reactor was stopped in 1990 when a survey revealed that
almost 40 percent of the welding was faulty.

Mar megint akadekoskodok. Nekem a magyar olajmezokkel nincs semmi
gondom, hiszen ugyis csak az orszag felhasznalasanak kis reszet
fedezi. Az altalad idezett cikk szerint csak az orszag teruletenek
18%-ra van kutatasi joguk, azaz nincs monopoliumuk sem. Benzinkutakra
sincs monopoliumuk, egyedul azt hiszem az olajfinomitas az, ami csak
az o kezukben kozpontosul (a megfelelo olaj vezetekekkel egyutt).
A feldolgozott olaj importja azt hiszem hosszu tavon sem problema, sok
olaj ceg mar most jelen van a magyar piacon.
Milyen problemat tudna okozni, ha a MOL teljesen kulfoldi kezbe kerulne?
Mennyivel lenne jobb a helyzet, ha az magyar magankezbe kerulne?
A kulonbseg talan annyi, hogy a magyar tulajdonos nem venne reszt 
egy esetleges politikailag motivalt Magyarorszagnak kart okozo 
cselekedetben. Ez igazan a tobbi olajcegtol sem varhato, hisz
van koztuk kuwaiti, amerikai, angol-holland, francia ... .
A MATAV peldaja mutatja, hogy az hogy egy ceg magyar kezben van,
meg nem jelenti azt, hogy a magyar fogyasztok erdekeit figyelembe veszi.
 
Persze tudom, hogy vannak ellenervek, de azt meghagyom a valaszoloknak.

Nem egeszen ez a velemenyem az aramszolgaltato vallalatok privatizalasaval
kapcsolatban. De ott sem a kulfoldi-magyar kerdes szamomra relevans,
hanem az allami (ko:z) - magan tulajdon kerdese. Itt ugyanis valodi
monopoliumrol van szo. Az adott teruleteken az aramszolgaltatok
monopoliumot elveznek. Itt Nemetorszagban is szamtalan problemat okoz,
hogy a nagy nemet!!! aramszolgaltato cegek a fogyasztok es a kornyezetvedelem
szempontjait nem nagyon veszik figyelembe. Monopoliumuk miatt az erdekeiket
ervenyesiteni tudjak.

U.N. declares Sept. 16 ozone preservation day

The United Nations has declared Sept. 16 to be the first
International Day for the Preservation of the Ozone Layer. The day
is intended to be a time to recognize the importance of the ozone
layer and to encourage the public to support efforts to reduce its
deterioration.

DOE/AAAS TRAVEL FELLOWSHIP PROGRAM

The United States Department of Energy (DOE) and the American
Association for the Advancementof Science (AAAS) seek to recognize
the research accomplishments of mid-career scientists from East
Central Europe (ECE) and the countries of the former Soviet Union
(FSU) in the area of environment and health, especially as it
relates to the problems of radiation contamination and health.  A
program has been established to award young ECE and FSU scientists
travel grants to attend the AAAS Annual Meeting and be able to
present their research findings to conference attendees during
poster sessions.

The 1996 AAAS Annual Meeting will be held from February 8 - 13 in
Baltimore, Maryland.

THE AWARD

DOE/AAAS Fellows will be given economy class travel support to the
conference along with lodging and per diem reimbursement for food
and incidental expenses.  The fellows will also participate in
off-site visits to local agencies and institutes directly related
to their research.

ELIGIBILITY

Applications by ECE and FSU graduate students and post-doctoral
scientists (within five years ofcompleting their degree) who
currently are actively conducting research in the areas of
environmental contamination and health in geographic regions
identified as being contaminated by radiation will be accepted. 
This would include resarchers in these regions specializing not
only in the effects ofradiation contamination on health but also
other possible contributory causes (e. g. chemical contamination)
of negative health effects (e. g. leukemia and other forms of
cancers) in these regions. These individuals must be working at
recognized scientific research institutions; must be able to speak,
read, and write English with a moderate degree of fluency; and must
be able to gain the permission of their governments to travel.

APPLICATION AND NOTIFICATION PROCEDURES

Application materials should include all of the following:  1) a
letter of intent by the applicant including name, affiliation, and
address, telephone, and email address, if any, where he/she can be
reached; 2) an abstract of the proposed poster session including a
brief description of the research question, research design,
methods, results, discussion, and conclusions reached; 3) a
curriculum vitae; and 4) two letters of support from professors or
colleagues familiar with the applicant's research. These materials
must be submitted to AAAS by mail or fax no later than October 31,
1995.  No late or incomplete applications will be considered.
