HUNGARY CRITICIZES SLOVAK LANGUAGE LAW. The Hungarian government on 16
November released a sharply worded statement expressing "sorrow and
dissatisfaction" at the Slovak parliament's adoption of a controversial
language law the previous day. It also stressed that the law might
hinder the development of bilateral ties, Hungarian and international
media reported. Foreign Minister Ladislav Kovacs said that before taking
any further measures, the Hungarian government will study the final text
of the new law. "Then we will make our concerns known to the Slovak
authorities before consulting the Council of Europe and the OSCE,"
Kovacs said. Foreign Ministry State Secretary Istvan Szent-Ivanyi said
the language law contravenes the Slovak-Hungarian treaty and pointed out
that if the treaty is ratified by the Slovak parliament, it will repeal

ROMANIA'S HUNGARIAN MINORITY RESUMES PROTESTS. The Covasna County branch
of the Hungarian Democratic Federation of Romania has called on
Hungarian pupils, teachers, and parents to resume their protests in
support of mother-tongue tuition at all levels, Adevarul reported on 17
November. The organization proposed hoisting white flags and forming
human chains around the county's Hungarian schools. Adevarul quoted
Romanian President Ion Iliescu in Paris as saying the ethnic Hungarians'
criticism of the education law was "demagogic." -- Matyas Szabo

**US SOLDIERS IN SOUTHERN HUNGARY**
If a peace agreement is signed, about 1500 U. S. soldiers could
be stationed at Pecs, a city in southern Hungary about 25
miles from the Croatian border. According to Hungarian press
reports the soldiers will provide supplies, possibly including
ammuniton, to NATO's Bosnian peace keeping force. Hungarian
Defense Minister Gyorgy Keleti says the American troops will
come from Germany and will be housed in an old Soviet military
base. Final negotiations are still taking place.The Hungarian
press also reports that Pecs could be the staging area for the
entire NATO force.

**HUNGARIAN TEACHERS' TALKS: NOT SO GOOD**
Negotiations between the Hungarian government and teachers
aren't going well, either. Yesterday, an estimated 25
thousand teachers demonstrated outside parliament. Leaders of
11 unions in the education sector called on the demonstrators
to prepare for a strike to support their demand for an
immediate 25 percent pay hike. The government has offered a
25 percent raise but only after the education sector has been
rationalized next year.
**HUNGARY AND ROMANIA: MAKING UP**
Hungary expects to respond next month to Romania's proposal for
an historic reconciliation with negotiations possible this
January. Budapest's ambassador to Bucharest said yesterday
that negotiations at the expert level will start in January
after Budapest presents its position and ideas on the Romanian
proposal next month.

SLOVAK FOREIGN MINISTER REJECTS HUNGARIAN PROTEST OVER LANGUAGE LAW.
Juraj Schenk on 17 November called criticism of Slovakia's new language
law by his Hungarian counterpart, Laszlo Kovacs, an "incorrect"
interference in the internal affairs of a sovereign country, Slovenska
republika reported the following day. The Hungarian government expressed
"sorrow and dissatisfaction" with the law passed by the Slovak
parliament on 15 November (see OMRI Daily Digest, 16 and 17 November
1995). In a statement, Schenk said the language law was adopted by a
clear majority of both coalition and opposition deputies, demonstrating
"a de facto consensus on the political scene in the Slovak Republic." --

HUNGARIAN NATO REFERENDUM TO BE CALLED SOON. Hungarian newspapers on 17
November reported that the non- parliamentary Workers' Party has
gathered more than the required 100,000 valid signatures for a
referendum on NATO membership. After the drive to collect signatures got
under way, the government said it was too early to call a referendum and
that it would make such a move only after Hungary had been invited to
join NATO and when there was more certainty about the costs and criteria
for membership. It is now obliged to call a referendum by the end of
February. A decision must still be taken over whether the referendum
will simply ask for opinions or decide whether Hungary is to apply for

HUNGARIAN MINORITIES ELECT LOCAL LEADERS. Hungary's ethnic minorities on
19 November voted in the second round of elections for representatives
to 172 semi-autonomous minority authorities, Hungarian media reported.
More than 2.5 million people (out of a total population of 10.4 million)
were eligible to vote in the election, which was carried out among 11 of
the country's 13 ethnic minorities. The Ukrainian and Serbian minorities
did not vote since all their representatives were elected in the first
round of the minority elections last December. -- Zsofia Szilagyi
POLISH FOREIGN MINISTER IN HUNGARY. Wladyslaw Bartoszewski, during his
official visit to Budapest on 17 November, met with Hungarian
politicians to discuss relations with Russia, regional cooperation, and
integration into the EU and NATO. Bartoszewski was received by Hungarian
President Arpad Goncz, Foreign Minister Laszlo Kovacs, among others,
Rzeczpospolita reported on 18 November. Bartoszewski and Kovacs stressed
that they are strategic partners both in regional cooperation and in

**CET SPECIAL EDITION**
**NANCY MARSHALL: DAM, THE SETTLEMENT**
The Danube is Europe's second longest river. It forms the
border between Slovakia and Hungary. But the river doesn't
just divide the countries geographically. Budapest and
Bratislava have gone to court over the Nagymaros/ Gabcikovo
dam which began operating in 1992. Under a treaty signed
before the fall of communism in 1989, the dam was supposed to
have two parts -- one in Slovakia and the other in Hungary.
After '89, Hungary pulled out of the plan.citing environmental
concerns.
If you head away from the thunder of water rushing over one of
the many weirs in the gbcikovo dam system, you begin to
understand why this river evokes such passion. Its power and
beauty inspire. This water started as snow in austria's
alps., Now it's sitting in a reservoir 64 kilometers
downstream from Vienna. Before the river was dammed, it
widened into a vast floodplain here--and formed the border
between Slovakia and Hungary. The communist governments of
the then Czechoslovakia and Hungary wanted to harness the
river. In 1977 they signed a bilateral treaty to build
Gabcikovo-Nagymaros -- an intricate system of locks and dams
designed to improve navigation--and, most importantly,
generate electricity. By 1989, Slovakia had most of its part
of the dam system, Gabcikovo built. But that same year,
hungary pulled out of the project. Adrienne Hajosy,.The
Hungarian prime minister's chief environmental advisor says
the dam is an environmental disaster. "The woods are dying now
because their roots can't reach the water. "every creature
and plant was protected -- these were highly protected plants
and animals."
It was concern for the environment that prompted Hungary to
pull out of the project. Now Slovakia wants Hungary to pay
for changes forced on it by that decision. The International
Court of Justice at the Hague has agreed to hear the case, but
isn't expected to reach a decision until the end of next year
at the earliest. In the meantime, Hungary and Slovakia are
hashing things out in private talks that began in September.
But it doesn't look like they'll succeed in reaching an
out-of-court settlement. There's mistrust on both sides.
Slovakia lost a lot of money when hungary backed out. Miroslav
Liska is the president of the Slovak National Committee on
Large Dams, a branch of the Slovak government that advises the
prime minister. He says Slovakia had to completely redraw
its plans. It was forced to build new weirs and locks that
cost about 400 million dollars. But worst of all, according
to Liska, Slovakia can't produce what's known as peak energy
without the part of the dam system Hungary promised to build
at Nagymaros. Peak energy is produced in spurts to meet
sudden increases in demand. Liska says it's more than twice
as valuable as the energy that's now being produced by the
dam. "each year we don't have Nagymaros costs us, both of us,
six billion crowns in the value of unproduced energy and in
the lower value of produced energy."
Six billion slovak crowns is about 240 million dollars.
Slovakia wants the International Court of Justice to rule
either that Hungary has to compensate Slovakia for its
loss--Or build Nagymaros.
But Hungary's environmental concerns make that highly unlikely.
In fact, it claims the area's drinking water is already
becoming polluted by silt from the project. Liska says
Slovakia has minimized the danger of that by lining part of
the reservoir. That does not impress Hungary's Hajosy. She
says that is a very expensive process.--And only lasts ten
years.
Hajosy also dismisses assertions by Liska that the dam system
actually helps the environment by letting water into the
Danube's tributaries. Shoving slides into a small viewer,
Hajosy shows pictures of what she claims is the danube's
floodplain before, and after the dam.
There is no water. Liska says there is water to the flora and
fauna--but there isn't. "It's easy to talk and say
things--how things will be in the future. But when there is a
problem and there is no water they only say sorry, we're
having some technical problem."
Environmentalists around the globe are supporting Hungary's
arguments. In fact, nine environmental groups including the
World Wide Fund for Nature and Greenpeace have joined forces
in a friend of the court brief filed with the International
Court of Justice in July.
In the meantime, Slovakia is continuing construction on the dam
system building new weirs and another power station. The
International Court of Justice will have to act fast if it
wants to stop progress.

HUNGARIAN FOREIGN MINISTER RESPONDS TO SLOVAK ACCUSATIONS. Laszlo Kovacs
on 18 November dismissed the Slovak claim that Hungary has interfered in
Slovakia's internal affairs (see OMRI Daily Digest, 20 November 1995).
He told MTI that the Hungarian government's stance on Slovakia's new
language law cannot be described as interference, since international
agreements specify that the issue of minority rights is not simply a
domestic affair. In a heated parliamentary debate on foreign policy,
Hungarian Premier Gyula Horn on 20 November said that the Slovak
language law and the Romanian education law are not conducive to
achieving advanced democracies. As regards the Slovak language law, the
Hungarian government will make its views known at international forums,
he said. Horn added that the government will appeal to those heads of
state who welcomed the Hungarian-Slovak basic treaty before the Paris
conference on stability last spring. -- Zsofia Szilagyi
LOW TURNOUT AT HUNGARY'S MINORITY ELECTIONS. According to the official
results of the Hungarian minority elections on 19 November, 138 minority
local governments were elected across the country, Hungarian media
reported. The Central Registration and Election Office reported that
only 40,000 of the 2.5 million eligible voters--or 1.73%--cast their
ballots. Sixty-one Roma councils were elected, 38 German, and 13 Slovak.

HUNGARIAN TV CHIEF RESIGNS. Adam Horvath resigned as president of
Hungarian Television (MTV) on 20 November, saying he could not stay in
his current position if the media bill is passed by parliament, Magyar
Hirlap reported. MTV Vice President Ferenc Szekely will run MTV until a
new president is elected. MTV officials attributed Horvath's resignation
to several discriminatory provisions in the media bill, primarily the
restrictions placed on the president's powers during the transitional
period. The media bill was submitted to the parliament on 17 November

**HUNGARY'S PEACKEEPING LOGISTICS**
U.S. troops in the planned NATO peacekeeping force for Bosnia
will initially be based in southern Hungary. The logistics
for the force are now being worked out.
Although the troops wouldn't start arriving until the end of
this month or early December, an advance group of 50 to 100
experts will arrive in Hungary this week to make logistical
preparations. They could arrive as early as today.
Hungarian defence ministry officials say the United Nations
still needs to formally to ask Hungary for permission for the
U.S. troops to enter Hungarian territory. The Hungarian
parliament would then need to vote its approval. That's
expected to be a formality. It has been decided yet where the
troops and a headquarters post will be based. Hungarian
Defense Ministry spokesman Colonel Lajos Erdelyi says there
have been consultations between Hungary and the Pentagon over
possible sites where the troops could be based, but nothing
has been settled yet. Diplomats say about 40 U.S. experts
have been in Hungary investigating facilities and possible
sites in the south of the country where the troops could be
stationed initially before moving into Bosnia. The choice
will depend on which sites have the best temporary
accommodations for troops and a command center. The US force
will also need facilities for loading and unloading convoys.

**ITALIAN'S" HIGH BID IN GAS OFFER**
A total of 22 bids have been submitted by ten companies for the
privatization tenders of Hungary's five regional gas
suppliers. Hungary's privatization agency has offered a 50
percent plus one share stake in each of the gas companies.
The highest number of bids, six, were submitted for Kogaz.
The highest bid, worth 171 million dollars was submitted for
Tigaz by an Italian consortium.

Intro: If a Bosnian peace agreement is initialed in the United
States, American troops, who would help to enforce it, are likely
to be sent, temporarily, to staging areas in Hungary. V-o-A's
Central European correspondent, Wayne Corey, reports.
Text: Plans to send 60-thousand NATO troops, including about
20-thousand American soldiers, to Bosnia-Herzegovina call for
many of the Americans to go first to Hungary.
American military experts could arrive in Hungary this week to
make final preparations to accept a proposal from Budapest to
allow NATO forces to be deployed on Hungarian territory.
The town of Pecs, in Southern Hungary, is considered a possible
site for a staging area for American troops en route to
Bosnia-Herzegovina.
But more than one site may be chosen, depending on what
facilities are available at each one.
The temporary deployment of American troops in Hungary would have
to follow a formal request. The Hungarian Parliament would have
to approve it.
That approval would probably be only a formality. Hungary, once
a member of the former Warsaw Pact, is now eager to cooperate

Hungarian Government on Slovak Language Law
Budapest, November 16 - The Hungarian government's
Communication and Press Office sent MTI this statement on Thursday:
"The government of the Republic of Hungary has learned with
regret that the National Council of the Slovak Republic has adopted a
law protecting the Slovak language which, citing historical
grievances, seriously curbs rights of their minorities, including
600,000 Hungarians, to use their native languages. The Hungarian
government understands and shares the concerns of Slovakia's
Hungarian and other ethnic communities, churches and local councils.
"The law contradicts the letter and spirit of the basic treaty
signed by Hungarian and Slovak prime ministers and ratified by
Hungary's Parliament. When implemented, the law will trigger tensions
between majority and minority, and could aggravate the continued
development of relations based on mutual confidence between the two
countries.
"Hungary called the attention of Slovak leaders several times
at senior levels already when the law was being prepared that the new
legislation was incompatible with international commitments
undertaken by the Slovak Republic in documents of the Council of
Europe, the Organisation for Security and Cooperation in Europe and
other international organisations. Passing the law goes against
Slovakia's Euro-Atlantic integration efforts, with consequences that
would harm the interests of both Slovakia and the whole region.
"In keeping with the interests of the two peoples, the
Hungarian government continues to be ready to conduct Hungarian-
Slovak relations according to the basic treaty. At the same time, it
urges the start of bi- and multilateral consultations, involving
international organisations, so Hungarian and other minorities living
in Slovakia have a right to freely use their native languages and
live in their homeland as equal citizens," the statement says.
Kovacs on Slovak Language Law - Details
Budapest, November 16 - At a press conference on Thursday
afternoon, Hungarian Foreign Minister Laszlo Kovacs said, "The
government of Hungary has learned with regret about Slovakia passing
a language law which, citing historic grievances, seriously curbs
their minorities' right to use their mother languages."
He added that the law ran counter to both the letter and spirit
of the basic treaty signed by the Hungarian and Slovak prime
ministers and ratified by Hungary's Parliament.
The minister pointed out that the cabinet had raised the
language law at all bilateral talks with Slovakia. The Slovaks
promised to discuss draft legislation with Council of Europe
delegates and representatives of Hungarian political parties in
Slovakia. "The coordinations actually took place, but Slovak law-
makers ignored the opinions heard, likewise provisions of the
Hungarian-Slovak basic treaty," Kovacs said, adding that the law
threatened not only Slovakia's Hungarian minority but regional
stability as well.
The Hungarian government continues to be ready to conduct
relations with its neighbour in line with the basic treaty, and urges
bi- and multilateral talks begin involving international
organisations, the foreign minister said.
Four-fifths of Food Industry Privatized
Budapest, November 16 - Privatization of the Hungarian food
industry began after the collapse of the Comecon market. Over the
last four years, nearly 80 per cent of assets in the branch were
privatized, resulting in state revenues of HUF 110 billion (more than
USD 1 billion at the time). The share of foreign capital is around
30-40 per cent.
The Hungarian food industry faced a serious situation following
the collapse of the Comecon market. It not only lost its markets, but
was also unable to adapt to the new conditions, because the producer
and processor were far from each other in the industrial structure
set up based on the socialist model. Also, the targets of the sector
were for decades aimed at increasing quantity, with quality
requirements sidelined. Lacking capital, privatization was the only
avenue open to save the sector.
Examining the whole of Hungarian food industry, experts of the
Organization for Economic Cooperation and Development (OECD) stated
in a study that there no longer exists a food industry sub-sector in
Hungary in which the share of the state capital reaches 50 per cent,
with no state ownership at all in vegetable oil, confectionery, or
brewing industries. The state"s share of sugar making is a mere 1 per
cent, and 2 per cent in poultry. In most food industry sectors,
producers acquired shares also in the processing companies in order
to keep their markets. Producers in the meat and poultry industry
were the most fearful that the new owners after privatization would
not purchase their products, so producers in these branches have a
share of 25 per cent of assets.
The privatization of food processing, which began in 1991 and
so far yielded revenues of nearly HUF 110 billion for the state, is
still in progress. Interest for certain branches, for instance the
dairy industry, wine-growing and baking industry, is insignificant,
mainly because these accumulated the largest debts in the past, and
many firms in these branches are still struggling with liquidity
problems. Many of them, mainly in the dairy industry, have still not
found their place on the world markets since the Comecon's collapse.
The state continues to have the largest share in dairy industry (49
per cent), the remaining 51 per cent being either in private or
cooperative ownership, or a combination of these. Apart from the
dairy industry, it is also difficult to privatize the various food
industry research institutes. Although the research sphere has high
standards, it does not yield direct profits and major capital is
required for its operation and management.
In the initial phase of privatization, the state and industry
experts encouraged foreign investors as they brought both capital and
advanced technology to the sector. However, after about three years,
officials began to frequently complain that foreign investors were
aiming for monopoly control, thereby limiting market competition.
Views against foreign investors came to the foreground during the
privatization of the vegetable oil industry, which became fully
foreing-owned within a few months. (The Dutch UNILEVER firm is almost
exclusive owner of the branch.) The government finally introduced
certain measures that restrict the unlimited influx of foreing
capital, by taking expert opinions into consideration. For instance,
it stipulated that a foreign share in one of the most sought-after
branches, the sugar industry, cannot be more than 30 per cent.
Foreign investors thus have majority control only in brewing, with 51
per cent, and in the vegetable oil industry.
The share of foreign capital in Hungarian food industry as a
whole is 30-40 per cent, which can, commentators believe, further
increase as foreign firms are also interested in major commercial
chains already holding shares in the food industry.
New Philips Unit to Start Production Next Week
Budapest, November 16 - Philips'Szombathely (W Hungary) colour
monitor factory has been expanded with a 3,900-square-metre
production unit. With this HUF 600 million investment, the factory
will be able to manufacture a total of 1.6 million monitors next
year.
The Szombathely subsidiary, founded in 1994, supplies the
European market jointly with an Italian factory. While this January
it had only 39 employees, at present it employs 540 people and
produces 3,000 monitors a day. By 1997 it is expected to provide
1,300-1,400 jobs. The expansion has been necessitated by vast demand
for computers.
In the new unit, production will start next week. The factory
plans to launch new screen types as well: alongside its 14-inch-
diameter computer monitors, it will start making 15-inch and (from
1997 on) 17-inch screens.
Philips is building another factory in Sarvar (Vas County, W
Hungary) which will manufacture plastic components for the
Szombathely plant.
Hungarian-Swedish Cooperation in Aircraft Manufacture
Budapest, November 16 - Representatives of the Swedish SAAB
Military Aircraft company and the Hungarian Duna Aircraft Factory Co.
signed a cooperation agreement on the manufacture of aircraft, in
Budapest on Thursday.
Under the terms of the agreement, the Hungarian factory will
manufacture and deliver various components for the Swedish company's
fourth-generation fighter jet, the Gripen, starting from January.
At a press conference following the ceremony, officials said
the Hungarian company would make 11 different components under the
current agreement.
If cooperation continues, the Hungarian partner could
eventually manufacture the complete tail-cone of the Swedish figher
jet.
Inasmuch as the Hungarian government decides to purchase the
Swedish aircraft, there are plans to set up its assembly in Hungary.
The agreement signed on Thursday was reached in the framework
of the declaration of intent signed in September by Hungarian Prime
Minister Gyula Horn and representatives of the SAAB group.
Under the declaration, inasmuch as the Hungarian government
purchases Swedish aircraft, then Hungarian companies can participate
in cooperation offered by the Wallenberg industrial and investment
group, with support from the Swedish government.
The realization of this cooperation has begun at other
Hungarian firms as well.
It was also announced at the press conference that a HUF 250
million investment was launched in September in the Jaszarokszallas
(CE Hungary) factory of the Electrolux CR Co., one of the independent
companies of the Lehel Refrigerator Factory.

Foreign Minister Kovacs on Juraj Schenk's Remarks
Budapest, November 18 - "The position issued by the Hungarian
government on the Slovak language law cannot in any way be considered
as interference into Slovakia's internal affairs, as it has been
accepted for several years, and is also set down in international
documents, that the ensurance of minority rights cannot be considered
an internal affair," Hungarian Foreign Minister Laszlo Kovacs said on
Saturday, in an interview with MTI.
Kovacs was reacting to a radio speech by Slovak Foreign
Minister Juraj Schenk on Friday.
The Slovak foreign minister considered the Hungarian government
position as an admonition of the sovereign Slovak state bodies. In
his view, the position violated the fundamental principles of
international law, and said the statement of the Hungarian
government, whereby the implementation of the language law would
trigger tension in Slovakia and would aggravate relations between the
two countries, and contradicts the spirit of the Hungarian-Slovak
basic treaty.
The Hungarian Foreign Minister said the government's position
cannot be termed as an admonition. The Hungarian government voiced an
opinion when it noted that the language law in this form would
trigger tension in Slovakia between the majority and the minority.
Kovacs said the statement of the Slovak foreign minister could
make the further development of relations based on mutual confidence
between Hungary and Slovakia more difficult, and goes against
Slovakia's Euro-Atlantic integration efforts.
The Foreign Ministry will, within a few days, work out the
manner in which it can turn to the Slovak government and Parliament,
and what possibilities it has for a stand in the international
organizations, including the Council of Europe, the Organization for
Security and Cooperation in Europe (OSCE), the European Union and the
European Parliament.
Kovacs said these organizations devote great attention to the
ensurance of minority rights, as the situation of the minorities is
one of the fundamentally important issues of security and stability
in the region.
In conclusion, Kovacs said he would initiate coordination in
the matter with experts of the six Hungarian parliamentary parties.
Budapest Hosts NATO-NACC Symposium
Budapest, November 17 - "The conversion of Hungary's military
industry means not just the switching of extra production capacities
to civilian uses, but modernization and restructuring are also
necessary," Industry and Trade Ministry deputy state secretary Jozsef
Hegyhati said in Budapest on Friday, speaking to reporters during the
Budapest symposium of NATO's North Atlantic Cooperation Council
(NAAC).
At the conference, delegates from 21 NATO countries and several
international organizations discussed ways of coordinating arms
industry conversion strategies.
Hegyhati said Hungarian military industry firms, which presently meet
20-25 per cent of domestic requirements, were also affected by
current privatizations. Defence purchases should have a positive
effect on the economy, he added.
NATO's acting economic director Reiner Weichhardt said the
coordination of international conversion strategies was the only way
to compensate former Warsaw Pact countries which had lost major
markets due to their partly obsolete arms manufacturing. At the same
time, he stressed regard should also be paid to the specific civilian
and legal conditions prevailing in the various countries.
Hungarian and Polish FMs Meet the Press
Budapest, November 17 - "We would like to join Euro-Atlantic
integration organizations not by pushing each other aside but by
helping each other," Hungarian Foreign Minister Laszlo Kovacs said in
Budapest on Friday, at a joint press conference with his Polish
counterpart Wladyslaw Bartoszewski.
During his flash visit to Budapest, Bartoszewski discussed
bilateral and international issues with his host. (He will hold a
lecture on Poland' security policy endeavours in the afternoon.)
At the news conference, Kovacs and Bartoszewski agreed the two
countries should work together more closely towards accession to the
European Union and NATO.
"Whether we are admitted at the same time does not depend on
us. Neither of us argues against the other, but always mentions the
other country when stressing its own efforts to join," Kovacs noted.
He said Warsaw was an equally important strategic partner for
Budapest in regard to regional cooperation and Euro-Atlantic
integration. Both countries are interested in deepening cooperation
under the Central European Free Trade Agreement and in being admitted
in the first group of potential applicants. "We hold identical views
on the manner of joining European structures, Bartoszewski added.
Answering a question, Kovacs said a referendum on Hungary's
NATO membership was pointless before conditions were clarified.
Bartoszewski said whatever the result of the Polish
presidential elections, there would not be a negative effect on the
country's relations with Hungary.
Bayernwerk Interested in Hungarian Gas Companies
Bonn, November 17 - The largest energy firm in Bavaria,
Germany, Bayernwerk, will also compete for three Hungarian gas
service companies awaiting privatisation.
In Munich on Friday, Bayernwerk said it would like to become
the majority owner of the north Hungarian EGAZ (Northern
TransDanube), central Hungarian KOGAZ (Central TransDanube), and the
south Hungarian DEGAZ (South Great Plain) distributors.
Bayernwerk has set up a consortium with the Energieversorgung
Niederosterreich (EVN) company to purchase KOGAZ and DEGAZ, while it
would like to purchase EGAZ on its own.
German firms are closely following the planned privatisation of
Hungarian Oil Company MOL, as well as electricity companies.
Russian Oil Company Yukos Interested in MOL
Moscow, November 17 - The second largest state-held Russian
oil company, the Yukos, is showing interest in the privatization of
Hungary's MOL Rt, MTI has learnt from a Yukos official.
The Russian company, responsible for the coordination of oil
exports to Hungary, may cooperate with MOL Rt in the extension of
Hungary's oil storage capacities, aiming to increase the country's
present 30-day reserves to 90 days.
Yukos is ready to help MOL Rt establish tank farms and fill
them up. Although the Russian company's participation in MOL's
privatization has been regarded as a possibility for a while, no
advance has been made in this respect. The potential Russian partner
says it wants to get Russian state loans for the purchase.
Yukos President Sergei Muravlenko's visit to Hungary at the end
of the month may give a momentum to talks, so much the more as he is
expected to be received by Prime Minister Gyula Horn.
Plans for Meeting between Pope and Moscow Patriarch
Rome, November 17 - Cardinal Laszlo Paskai, Archbishop of
Esztergom-Budapest, believes a final decision, on whether the meeting
between Pope John Paul II and Russian Patriarch Aleksy II will happen
in Pannonhalma (W Hungary), will be made next spring.
Cardinal Paskai told MTI on Friday, after his visit to Rome,
that he cautiously hoped the meeting would happen.
In a letter to the Hungarian President, Pope John Paul II said
he hoped to visit Hungary, probably in June, 1996, during ceremonies
marking the 1,000th anniversary of the founding of the Pannonhalma
Abbey. But there is no precise date or programme as yet.
Alongside visiting Pannonhalma, the Pope will most probably
visit Gyor (W Hungary) as well, where he can meet Hungarian
worshippers, Paskai said.
Cardinal Paskai met Pope John Paul II on Thursday.
Croatian Prime Minister on Relations with Hungary
Zagreb, November 17 - "Croatia warmly welcomes Hungary helping
the return of Croatian Hungarian refugees to their homes," the
Croatian Prime Minister Zlatko Matesa said.
Return of refugees is a key issue for the Croatian-Serbian
basic agreement on Eastern Slavonia, the prime minister said, when he
met Hungarian Ambassador to Zagreb Zsolt Szalay, on Friday.
The Croatian prime minister told MTI Hungarian-Croatian
relations were excellent. He noted talks are in progress about
Hungarian participation in the building of the Fiume-Zagreb-Varasd
motorway, the extension of the Adria oil pipeline to Russia, and
about a duty-free area to be set up in the Fiume free harbour.
The Hungarian Ambassador confirmed that Hungary considers
Eastern Slavonia an integral part of Croatia, and calls for returning
the area to Croatia.
Szalay expressed the hope that the pre-1991 ethnic composition
of the area will be successfully restored.
American Army Service Corps Centre in Pecs?
Budapest, November 17 - Plans to set up an army service corps
centre of American NATO soldiers to be sent to Eastern Slavonia in
Pecs (SW Hungary) have been discussed.
The Pecs city clerk, Karoly Farkas, confirming a report carried
by CNN television on Friday, said American military experts and
representatives of the Hungarian Ministry of Defence had actually
visited the city, to be informed about the possibilities of locating
a warehouse, supply and servicing base there.
In the course of the talks, leaders of Baranya county and Pecs
offered several possibilities, but there is no decision as yet as to
where the Pecs supply base of the American peacekeepers will be set
up.
Farkas said the base to be set up will not store military
materials, and the American soldiers visiting the Pecs supply centre
would be unarmed. The base will only provide items and materials
needed for their everyday use, and will provide services to this end.
The press office of the Hungarian Ministry of Defence told MTI
that the approval of Hungarian Parliament will be necessary to set up
the base.
