From Chris Hedges' fine report in todays (4/14/97) paper we learn about the
conditions in the Hungarian village Zmajevac in Eastern Slavonia, "which
suffered greatly in the Yugoslav conflict." He reports that the houses are in
disrepair, the church is abanoned and while they (the 15,000 ethnic
Hungarians of the region) were not hated as much as the Croats, they were
also abused by the Serbs. It is hoped, that after the elections in Eastern
Slavonia, the collective human rights and the cultural autonomy of the
indigenous Hungarian minority will finally be respected. 
       An even larger Hungarian minority lives in Vojvodina. Under the
Yugoslav constitution of 1974, Kosovo and Vojvodina were both autonomous
provinces. It was in 1988, when their autonomies were arbitrarily rescinded.
Vojvodina has been part of the Kingdom of Hungary until 1920. Vojvodina
(similarly to Bosnia) has flourished for centuries as a multicultural
tapestry of Hungarian, Serb, Croatian, German, Slovak, Roma, Romanian and
Ruthenian cultures.
      Vojvodina is the breadbasket of Serbia, it is already one of it's most
densely populated regions with over 2 million people. It consists of three
distinct regions: The Srem, which was Austria-Hungary's Croatia- Slavonia
province until 1918, Backa, which was an integral part of Hungary until 1920
and the western part of Banat, also part of Hungary for a millennium. 
       The autonomy of the Vojvodina Hungarians has been guaranteed by the
Great Powers in 1920, again in 1946 and once more it was recommended by the
European Parliament in 1993 (Article 11, Recommendation 1201.) Yet today, the
Hungarians have no autonomy and in many cases they have been driven from
their ancestral homeland, by the Serb refugees, arriving from different parts
of Bosnia.
       The Hungarians of Vojvodina were not involved in the war, did not side
with any of the warring factions. Yet, their numbers have already been
reduced through ethnic cleansing as tens of thousands escaped to Hungary.
According to the Democratic Community of Hungarians in Vojvodina:  "The
Hungarians of Vojvodina are facing the danger of a final solution as
Vojvodina is being purged of its non-Serb population." 
       Therefore, while I would like to thank Chris Hedges for calling
attention to the problems faced by the Hungarian minority in Eastern
Slavonia, I would like to add, that peace and stability will not be secured
in the region, until all compact national communities, including the
minorities of Vojvodina, are granted some form of autonomy.

RE: First Environmental Lawsuit (Danube) in The Hague

Dear Madame Secretary,

Please accept my congratulations on your well-deserved appointment. I
do hope that your leadership will contribute to progress and stability
in Central Europe.

Madame Secretary, you now have a great opportunity to set a new tone
for American policy in connection with international environmental
standards in general and with the Danube lawsuit in particular, which
is in progress at the International Court of Justice in the Hague.
This new tone would be consistent with the US policy of expanding
Western structures to Central and Eastern Europe, and to engage the US
more actively in helping resolve emerging inter-country conflicts in
the Region by (i) urging your West European partners to assist more
pro-actively; and (ii) calling on both parties (Hungary and Slovakia)
to accept the Compromise Plan prepared by the environmental NGOs and
thereby cooperate in the quest for a solution that can set an example
for the future.

Your help in resolving the Danube problem would also be consistent
with the present US policy based on a global approach to environmental
issues and on seeking to mobilize all relevant political
(multilateral, international, non-governmental and civic society)
forces to assist in avoiding environmental catastrophes caused by
bilateral agreements that had been drawn up by non-representative
governments under a regional policy framework which was imposed by
Moscow.

This, the first international environmental lawsuit in human
history, also involves the United States, because it was the Paris
Peace Treaty which set the border between Czechoslovakia and Hungary
and it was that  Treaty which named the Great Powers as the guarantors
of the integrity of the two nation's territories. The Treaty also
stated that the two nations DO NOT have the right to change their
border, unless the Great Powers first approve of the change. Yet in
1977, under Soviet direction, the two nations signed a contract to
move the Danube, previously their border river, into an artificial
canal on Slovak territory. In doing this they did not ask, nor did
they receive, the approval of the Great Powers. Therefore the
 Moscow initiated 1977 Contract was and is INHERENTLY INVALID, and the
Danube must be returned into its riverbed.

Madame Secretary. There is little question that in October the
International Court of Justice will order Slovakia to return the
Danube into its natural riverbed and will also order the restoration
of the Szigetkoz wetlands. But, as you know, the ICJ has no powers to
enforce its rulings. Therefore, it will be up to the international
community to force Slovakia to obey the ruling. This being the first
international environmental lawsuit before the ICJ, the outcome will
establish an important precedent. The Slovak Government must
understand that there is a price to be paid for being admitted into
the European Community or into NATO. That price must include the
respect for international law. A statement by you would guarantee that
the Slovak Government understands this. Please make that statement.

BTW, tonight ( apprx. 2300 Greenwich+1 ), a had PENPAL GREETINGS in my
box. There was no chance not to open it : NETSCAPE instantly jumped
on top of it ( it was message 1 of 1 ) and opend it.

I killed it. Today I was in Bonn, after return, I let TNT-Virus &
McAffee run and they told me,I was clean. Maybe an idiot believed
he made a jolly good joke. Idiots always believe that.

Correction to my previous mail:  it is "The thirteenth Tribe", not the

This is very interesting.  All I know is what I have read in Koestler's
book.  I thought in Israel the Khazar origin is not acceptable, since if
we (ashkenazim) are of Khazar origin, we have no "right of return" to
Jerusalem.

Re: Hungarian history, we always learned that there were khazars coming
in with Arpad to the Carpathian basin, ergo, Jews were in Hungary since
the "honfoglalas".  Only, when I went to school, we didn't know anything
about "The Third Tribe".
