A kerekparozas elterjedesenek van mas akadalya is, amire talan nem
nem is gondoltok. Mindennap lehet ugyan hallani, hogy elloptak 40
autot es megtalaltak 20-at, de egy kerekpart meg mindig konnyebb
ellopni. Hallottam azonkivul egy esetet, amikor egyetemista voltam
1980-85-ben az ELTE TTK-n (nevvel, csak azota elfelejtettem, ki volt
az), hogy valaki (azt hiszem egy tanarseged) elhatarozta, hogy kerek-
parral fog bejarni. A harmadik nap elutottek. Vannak olyan helyek
otthon, ahova kocsival el merek menni (van immobilizer azaz elektro-
nikus inditasgatlo a kocsimban), de kerekparral nem.

En nagyon szeretek autozni es szaguldozni, de a kerekparos es a moto-
ros szamomra szent, mert ket kereken, a kaszni biztonsaga nelkul koz-
lekednek. Marcsak azert is igy van, mert nyaranta ket-haromezer kilo-
metert szoktam kerekparozni, hogy a telen boven 20 kilo fole novo

Munkahelyre jarni otthon nekem nagyon rossz lenne a kerekpar. 25 kilo-
metert kellene befele kerekparoznom Dunakeszirol Csillebercre, amibol
7 kilometer kemeny hegymenet, ilyesmi utan en be szoktam ulni a kad-
ba, utana megiszom egy sort, majd fekve olvasgatok ezt-azt, vagy ne-
zem a TV-t, de nem dolgozom. Lehet, hogy diakkoraban, amig a szulei-
nel lakik az ember, meg nincsenek nagy szatyrai az embernek, de na-
lam ezzel-azzal tele van a kocsiderek, pedig csaladom nincs. Kocsival
kb. fele ido alatt elintezek mindent, mint tomegkozlekedessel, vasa-
rolni sem a belvarosba jarok, hanem kulteruletre, ahol az arak merse-
keltebbek is. Nem mukodnek nalunk olyan szolgaltatasok, amikkel az
ember elerhetne, hogy hazhoz kapja az elelmet (maganak, kutyajanak,
macskajanak), az iparcikkek csomagkuldo szolgalatairol jobb nem be-
szelni, amugy is szeretek megnezni valamit, mielott megveszem.

Nem allitom persze, hogy mindenkinek ilyen a helyzete, de azert meg-
lepoen sok ilyen ember is akad, mint en. Tobb, mint gondolnatok. Ott
van meg az idojaras. Marciusban elkezdtem kerekparozni, kicsit hideg

Azert egyetertek azzal, hogy a kerekparozast terjeszteni kellene, de
a jo isten ovjon mindenkit, attol, hogy kerekparutakat epitsetek.
En abbol jarhatot meg nem lattam. Kerekparhoz ugyanis sokkal jobb
ut kell, mint egy autohoz, de kerekparutjaink felernek egy Gestapo
szanatoriummal (veseleveresileg). Az en kerekparom mondjuk vekony
kereku versenybringa, a gumit 8 atmoszferara kell fujni. Ezzel
lehet hosszu tavon, gyorsan (30-cal szoktam tekerni sik uton) es
emelkedon is menni, de csak jo uton. Rossz uton szeles kereku kerek-
par kell, csak azzal meg nem lehet messzire jutni.

Kedves Kornyesz!
Kicsit lemaradtam a kornyesz olvasasaval, igy lehet, hogy a valaszom
mar nem aktualis.
Teljesen egyettertek veled, hogy aki atomeromuvet epit, az
koteles gondoskodni a biztositasrol, a szetszedesrol ....
Azonban akkor lehet az arakat helyesen felemerni, hogyha ezt
a tobbi aramszolgaltatotol is elvarod. Tehat, ha az atomeromu
legyen bebiztositva mindennemu szennyezes, (hulladek), es baleset
ellen, akkor peldaul a szeneromuvek uzemeltetoit kotelezzek az
osszes kibocsajtott CO2 osszegyujeteserol es eltarolasarol :-), vagy a 
karok helyreallitasanak koltsegeinek fizeteserol 
(pl a Maladive szigetek, vagy Bangladesh, vagy pl. Velence viz felett 
tartasarol :-), esteleges idojaras valtozas, pl sivatagosodas 
koltsegeinek allasarol, vagy legalabb is azon biztositas privat 
biztositonal valo megkoteset, amely allna ezen koltsegeket, ha kiderulne, 
hogy az uveghaz hatasnak ilyen kovetkezmenyei vannak).
Az atomeromu normalis mukodes kozben lenyegeben nem szennyez. A problema
baleset eseten es a hulladek tarolassal van. Te elvarod, hogy ezt az eromu
uzemeltetoje fedezze. Egyetertek veled. 
En azt ugyanezt varnam el a szen, koolaj es gaz eromuvek uzemeltetoitol is, 
hogy ok is fizessek meg a kornyezetben okozott kart. Miert lehet ingyen a 
levegobe bufogtatni a CO2-t. (Ahogyan nem lehet a radioaktiv hulladekot 
az elso "szemetladaba" beledobni, ugyanugy szabalyozni kellene a CO2 
kibocsajtast, es fizetni erte.)
Ha te csak az atomeromuvektol varod el (csak oroluk irtal), hogy fedezzek az 
osszes lehetseges koltseget elore, s nem teszed ugyanezt a tobbi eromu 
epitovel szemben, akkor velemenyem szerint vagy demagog vagy, vagy pedig 
a CO2 (es egyeb szennyezesek SO2, NO2, amelyek azonban szerintem 
kiszurhetoek, lehet hogy eleg jol ki is szurik) kibocsajtast nem tekinted 
szennyezesnek. Az utobbi esetben nagyon nem ertunk egyett. 
Ha mindezen koltsegeket allni kellene (szerintem kellene), akkor a 
konvencionalis es atomenergia ara jelentosen, esetleg tobbszorosere none,
s a megujullo energia (nap, szel, arapaly, repce, cukornad ...) 
versenykepesse valna. Persze ha ezt hirtelen vezetnek be, akkor valoszinuleg
oriasi recessziot okozna, de egy fokozatos bevezetes bizonyosan egezsegesebb
kornyezethez vezetne. 
Persze ehhez az kellene, hogy azt ne tekintsuk kornyezetvedonek, aki 
gyomorbol, irracionalitasbol retteg az atomeromuvektol, es kornyezetvedelem 
alatt csak az atomeromuvek betiltasat erti.
Lehetoleg!!! 
minden kornyezetszennyezest, minden veszelyt (globalisat, lokalisat egyarant) 
figyelembe kellen venni, es a kornyezetre legkevesbe artalmas megoldast 
kellene megtalani.

NGOs & (N)EAPs: An unhappy marriage?


Some NGOs are becoming unsettled over an EAP process that has
stalled. 


Vera Mora is not impressed with the Environment for Europe process,
even though she is a Hungarian member of the European Youth Forest
Action, an environmental network with members all over Europe.

"I find it simply boring," she complained in a recent phone
interview with The Bulletin. "I belong to a circle of NGOs more
concerned with issues in my own environs which are brought about by
everyday problems."

She is not alone. Mora is just one of a number of NGO members across
Central and Eastern Europe who are finding the Environmental Action
Plan for Central and Eastern Europe (EAP) process increasingly
problematic. Mora says the process appears to have very little to do
with her NGO or the practical environmental problems in her area.
Other NGOs feel that the EAP process is too abstract, too slow, and
is lacking the activist's practical approach to environmental
problems. While some NGOs are interested, many do not know or care
much about the Environment for Europe process.

In principle, the EAP encourages NGOs to get more involved in the
creation of the National Environmental Action Plans (NEAPs) that
every minister at the Lucerne conference implicitly agreed to write
(a detail most seem to have forgotten). NGO involvement gives the
process a popular base in the Region. It also "gives NGOs a good
opportunity to participate in policy making at a national level,"
says Ewout van der Weij, who works for Milieukontakt Oost Europa, an
NGO working on environmental issues in Central and Eastern Europe.
But the reality is actually far different.

Problems plague the EAP process

The reasons for such widespread disinterest are clear. NGOs believe
the Environment for Europe initiative will have little impact on
their efforts to better the environment; they feel it will work too
slowly to suit their needs.

"Even if it brings change, it will come very slowly. You can achieve
more by using other channels," Mora says.

Ideally, NEAPs should provide concrete plans for environmental
action based on the most urgent environmental priorities and the
government's resources. But the distinct problems associated with
developing NEAPs "have made the step to a NEAP useless," says van
der Weij. In the Czech Republic, the government hasn't yet introduced
the initial steps necessary to prepare a NEAP, as agreed upon in
Lucerne, such as holding an EAP seminar to inform environmentalists
about EAP issues. NGOs, therefore, can't begin to help the government
develop a NEAP if the government can't even agree on a broad
environmental strategy, let alone a concrete action plan such as a
NEAP. Similar problems also exist in other countries.

Political problems also weaken the process. At Milieukontakt Oost
Europa, van der Weij tries to get NGOs throughout Europe involved in
the Environment for Europe process. But he points out that government
inaction has made it hard for NGOs to get enthusiastic about the
Environment for Europe process. Ministries of environment in Central
and Eastern Europe do not have the power to push the EAP forward, and
governments in the midst of ongoing economic problems lack the
political will to get involved.

A lack of continuity in government ministries is also an obstacle
facing regional NGOs. Effective NEAP development requires a long-term
focus and significant cooperation among governments and NGOs, and
this lack of continuity makes NGOs reluctant to expend their energy
developing NEAPs. Bulgaria, for example, has had seven governments
since the political and economic changes in 1989, a situation that
has significantly stalled NGO involvement in the Bulgarian NEAP
process.

"Unfortunately, the number of changes with the people involved in
these institutions is very high. It hurts the EAP process. You don't
always have a stable dialogue," says Kliment Mindjov of Borrowed
Nature, the Bulgarian NGO operating as the "NGO Focal Point" for the
Sofia Ministers' Conference to be held in October.

All is not lost

There is still hope, however. Some Central and Eastern European NGOs
do believe in the EAP process and are working hard to develop it.
Borrowed Nature, for example, has benefited from the increased
dialogue between NGOs and the Bulgarian government, despite the
problems.

"Somehow it's helping NGOs and governments cooperate. In making an
announcement of what the government's steps will be, NGOs are able to
prepare. From this it is possible to collaborate, cooperate and
discuss environmental priorities," Mindjov says.

Mindjov believes NGO interest is increasing as the NEAP process
develops, especially among NGOs that work on multiple issues, deal
with environmental policy, or are more global in focus. He may be
right. The National Society of Conservationists, an NGO in Hungary,
is involved in coordinating NGOs that are preparing different parts
of an NEAP to be given to the Hungarian government in September. This
umbrella system gets more NGOs involved in the process and unifies
their efforts, something that is especially helpful in a country
where a lack of dialogue in a diverse community of NGOs is a problem.

"It's a good opportunity for Hungarian NGOs to discuss our thoughts.
There are many local and regional NGOs thinking in different ways. It
gives us an opportunity to talk about strategic questions," says
Erzsebet Schmuck of the Conservationists.

In the end, the Environment for Europe process will only be what
people make of it. "NGOs can help in making and shaping environmental
policies of the future," says van der Weij, "as long as the ministers
and governments take it seriously, of course. But that's the
problem."

                         Senior Fellows

The Regional Environmental Center for Central and Eastern Europe is
now accepting applications for Senior Fellows who would like to work
at its Head Office in Hungary (with visits to neighboring countries)
for two to three weeks between 20 August and 30 November 1995.

The REC is inviting leading Central and Eastern European experts to
work on an environmental issue they have selected. Their work is
expected to contribute to solutions to environmental problems in
areas such as environmental policy, legislation, and management.

Senior fellows will have the opportunity to use the REC's resources
during a short sabbatical-type leave at the REC. The REC will develop
a customized program for each fellow according to his or her
individual field of interest to enable him or her to work
independently. A project coordinator is designated to assist each
fellow and to organize a professional program during the fellowship.
At the beginning of the fellowship, fellows will be requested to
hold a lecture summarizing the new areas of their topic, targets to
be achieved, and methods to be used.

The REC will pay all travel and accommodation costs (including one
visit to one of Hungary's neighboring countries), and will give
fellows a modest stipend. The REC will provide fellows with adequate
working conditions at its head office in Budapest.

WHO CAN APPLY? Senior Central and Eastern European environmental
experts who have worked with governments, in academia, or with NGOs
and who have influenced the development of environmental policy in
their own country are eligible for the Senior Fellowship Program.
Applicants should have proficiency in spoken and written English,
basic computer literacy, and a post-graduate degree or equivalent
experience in the environmental field. Eight years of work
experience with environmental organizations is necessary.

Note: In 1995 the Senior Fellowship Program will give preference to
experts directly participating in the development and/or execution of
the National Environmental Action Program (NEAP) in Central and
Eastern Europe.

HOW TO APPLY

Send a written application in English to the REC. The application
must include:

 . your goals during the fellowship a detailed workplan for the two
to four week fellowship. This must describe the relevance of the
selected environmental problem to your organization, the expected
benefits of using the REC's resources, key activities to be carried
out, institutes to be visited, and people to be met 

 . title and short summary of the introductory lecture 

 . a curriculum vitae showing your area of environmental expertise 

 . a letter of support from your organization

The REC Junior Fellowship Program is a unique program that brings
individuals with strong interests in environmental protection
together for four weeks of training and skills development. During
their one month visit, fellows gain practical experience in writing
project proposals, using computers, giving presentations, networking,
and managing projects. While at the REC, fellows have access to all
REC resources and can work on projects for their own NGOs. The
fellowship also includes trips to successful NGOs in other countries.

The program is designed for individuals between the ages of 20 and
30 who are active in environmental NGOs in the Region. The successful
applicant must be a citizen of either Albania, Armenia, Azerbaijan,
Belarus, Bulgaria, Croatia, Czech Republic, Estonia, Georgia,
Hungary, Kazakhstan, Latvia, Lithuania, Macedonia, Moldova, Poland,
Romania, Russia, Slovak Republic, Slovenia, and Ukraine, and be
proficient in both spoken and written English.

Those interested in participating in the program should send an
application detailing their particular motives and expectations.
They should also specify which activities they wish to pursue during
the fellowship, either for themselves or for their NGOs. The
application should also outline for which study period(s) the
applicant is applying. There is still space for the sessions
beginning 18 July, 12 September, and 7 November in 1995, and
applicants are encouraged to apply for more than one period.

The application also requires a complete curriculum vitae in English
that includes personal information, work and NGO experience,
information about the applicant's NGO, and computer and language
skills.
