Bar maganlevelben neheztelt Kisgyorgy Eva, a sertest :-) nyilvanosan kovettem
el (TIPP, Okt. 12) ezert hat itt illik bocsanatot kernem.  Mint a VITAN

Kedves Eva, sajnalom es banom irasomat!  Nem erzem azonban, hogy szemelyes
serelemre adhatott okot.  Nem a szemelyekkel, hanem az irasjelekkel kapcsolatos
MINDEN szovicc, (peldaul e cikk elso sora is).  Nem tudhattam, hogy a Te
kuszobod alacsonyabb az altalam megszokottnal, ezert is volt hiba a cikket
kozolnom.  Legkozelebb majd jobban vigyazok!

Masok is megallapitottak, hogy tapintatlan vagyok, figyelmetlen, onzo, torteto,

FCC to regulate the Internet

WASHINGTON, DC - The White House confirmed today that te FCC would assume
responsibility for regulating the so called "Information Super Highway."
Today, this consists of an autonomous network of computers known collectively
as the Internet. Usually reliable sources revealed that the government has
become increasingly apprehensive about the Internet's uncontrollable growth
and the potential for damage to the national security. A highly placed 
government source was quoted as saying "...now anyone with $1,000 can obtain
the computer hardware and software necessary to communicate on the Internet.
Irresponsible individuals can easily transmit messages worldwide. Clearly,
there is a need for government regulation."

In response to these concerns, the FCC is rumored to be preparing restrictive
regulations to ensure "responsible use" of the Internet. The FCC is reportedly 
cooperating with other natioanl and international agencies to coordinate 
these regulations. Several former eastern bloc countries and Italy are
reportedly coordinating their internal regulation planning with the FCC.

Although details are sketchy at this time, regulations are likely to take 
the form of a license examination for Internet users. Despite establishing
a costly new government bureaucracy, the regulations could save money
in the long run, according to government sources. "A single USENET posting
may cost hundreds, if not thousands, of dollars; therefore, if licensing
reduces such postings by only 10 percent, the savings will more than recover 
these additional costs," said a highly placed government source.

Based on the FCC's history, the test will likely consist of three parts:
theory, jurisprudence, and practice.

The theory portion of the examination will include a written examination of the
principles of digital logic, elements of generic machine language programming,
and comprehensive knowledge of TCP/IP and network interfacing hardware.

The jurisprudence portion will assess a candidate's basic knowledge of 
regulations governing Internet use, and will cover ethical and legal issues.
Licensing will likely include an "Internet oath" requirement, in which the
candidate will swear to uphold certain basic standards of conduct.

The practice portion of the examination is likely to be the most controversial.
Reportedly, all candidates must pass a typing skills test and achieve no less
than 40 words per minute to obtain a temporary novice license. This must be
raised to 80 words per minute before a regular-status license will be issued.
Novices will be restricted to operating networked computers with speeds
less than 5 MHz or operation of SLIP or dial-up connections of no greater
than 2400 baud.

Asked what effect the proposed regulations would have on the Internet, a highly
placed official noted that these rules should not be considered prohibitive
as they bring regulation of the Internet in line with other communication 
modes under FCC governance. However, he did feel that such regulations should
help in restraining the rapid growth of the Internet.

Sziasztok!  Csak akartam szolni, hogy vegre megerkeztem Genfbe.

Orommel hallottam, hogy mostmar Magyarorszagon is van egy olyan ceg,
amely cegek/maganszemelyek INTERNETre valo rakapcsolasaval
foglalkozik. Am hamarosan rajottem, hogy tulajdonkeoppen semmi sem
valtozott.
Eloszoris azert, mert az arak ugyan lehet, hogy turhetoek pl. egy
kozepes vallalatnak de egy kissebb cegnek vagy egy maganembernek
oriasi terheket jelent.
Pl. csak az e-mail kb. 1300 Ft havonta es ez csak napi 1 orara
ervenyes. Az interaktiv dolgokert kb. 4000 Ft-ot kell fizetni, ami
szinten napi 1 ora (plusz 100 Ft/ora).
Az USAban pl. a NETCOM vagy a DELPHI olcsobban nyujt hasonlo
lehetosegeket, a magyarorszagi telefonhelyzetrol nem is beszelve.
Modemmel rakapcsolodni valamelyik magyar gepre ongyilkos vallalkozas
addig amig valahol is rezkabelen megy at a jel.
Igaz, hogy Oktatasi es kutatasi intezmenyeknek rendelkezesere all a
rendszer de az egesz egy nonprofit dolog, amit kulfoldi alapitvanyok
finansziroznak.
Sajnos Magyarorszagon hasonloan a telefonhoz ez a dolog meg luxusnak
szamit (EZ A NEZET ORIASI HIBA!) ez is mutatva hogy lemaradasunk  a
nyugathoz kepest egyaltalan nem csokkent. Megoldast csakis tobb
hasonlo ceg megjelenese, a konkurrencia es a verseny hozhat.
Kiszamoltam pl. hogy azert a hasznalatert amit az INTERNETen vegzek
(es en meg a szerenyebbek koze tartozom mert nem FTPzek le tobb szaz
kepet) kb. havi 120 ezer ft-ot kellene fizetnem a fenti cegnel. A
NETCOMnal 17 dollart. Oriasi a kulonbseg nem? (raadasul a
telefonhivas is mashogy van megoldva.)

Ha havi 17 dollarert a netcomnak megeri akkor itt is meg kell hogy
erje. Bar ott a rendszer is jol ki van epitve a rezkabel elvetve
fordul elo es a telefon egybol bug ha felveszik. Azt hiszem az itteni
hasonlo szinvonalra meg par evtizedet (!) varni kell.....
